Patterns of Regional Income Distribution in Uruguay (1872–2012): A Story of Agglomeration, Natural Resources and Public Policies

In this chapter, we provide a new data set of regional GDP and GDP per capita for Uruguay between 1870 and 2012. As regards the long-term evolution of regional inequality, we find evidence of a persistent decline from the last third of the nineteenth century up to the 1960s with a strong reversal of the process from then on. The first decade of the twenty-first century, however, shows a new decreasing trend in regional inequality. The objective of this paper is to diagnose the current state of irrigation in Spain in order to support government decision makers to improve the design and application of their plans for action. The analysis implemented shows that this sector faces two main challenges: the decrease in the support given by the Common Agricultural Policy (lower subsidies/incomes) and the implementation of the European Water Framework Directive (stricter environmental requirements). Are Citizens Significant Users of Government Financial Information?

This article reports on the use that the public makes of the budgetary and financial reporting produced by Spanish local authorities. The authors show financial reporting influences voting behaviour. Although citizens cannot decide how much tax they have to pay or the volume or quality of the services, they can control public management when it comes to election time. Accounting information can reflect the results of public policies and consequently serve as a vehicle for communicating the economic effects of political management. The authors make a strong case for more ‘popular’ financial reporting so that government accounts can be understood and properly used by non-specialists.
Public policy, resource rent and ethics: The case of the Norwegian petroleum industry

The present paper seeks to explain how ethics and values in public policy can be result of different historical contingencies. Specifically, it explains the accomplishment of petroleum resource management in Norway. The main argument is that the success of this policy is an understanding of the ethics behind harvesting the resource rent of this non-renewable natural resource. Even though the prevalence of disability is higher in older populations, older persons tend to be excluded from disability discourses. Taking Finland's disability service legislation reform as an example, this article elaborates on the justifications for excluding or including older persons from disability policies. El fomento de la cultura emprendedora es un tema prioritario en la actual agenda de las políticas públicas de educación superior. El presente artículo analiza la experiencia del proyecto GAZE de fomento de la cultura emprendedora en el estudiantado de educación superior. El proyecto GAZE está basado en la gobernanza donde los usuarios finales de un programa de política pública orientado hacia el emprendimiento participan de su diseño. El artículo ofrece resultados empíricos de talleres de emprendimiento realizados con los estudiantes y un conjunto de recomendaciones de política pública elaboradas por el propio estudiantado.
Promoting self-employment: Does it create more employment and business activity?

International audience; We assess the economic impact of reforms promoting self-employment in the three countries that have implemented such reforms since the early 2000s: the Netherlands, the United Kingdom and France. To that end, we use an unbalanced cross country-industry dataset of 4,226 observations, including 12 OECD countries and 20 market industries, over the 1995-2016 period. We first observe, using country-level data, that the share of self-employed workers in total employment is quite stable or declines over the period in all countries in our dataset, except in the three countries where large reforms promoting self-employment have been implemented, and only after these reforms. …
